C’est la création d’une ligne de transports en commun, en site propre, qui a été l’occasion de repenser la structure urbaine. Celle-ci était partagée entre une occupation peu dense (les hauts) et une densité élevée, rendue possible par la rente produite et par le système du transport collectif. Saint Denis devient une ville bipolaire, d’un côté un centre ancien avec ses activités culturelles, et de l’autre un pôle économique, commercial et technique autour de l’aéroport. L’Avenue du Général Leclerc relie les deux pôles.

This is the creation of a line of public transportation with exclusive right of way, which provided the occasion to rethink the urban structure. The urban structure was shared between areas with high and low (les hauts) population densities. This project was made possible because of the financial return produced by the public transportation system. Saint Denis is becoming a bipolar city. On one side of the city there is the old city center with many cultural activities and on the other side, near the airport, there is an economic, commercial and technical city center. The Avenue du Général Leclerc connects the two parts of the city.
